Toilet paper is one of the most sold paper products in the USA. The numbers are quite staggering – a daily usage of 34 million rolls equating to about 36.5 billion rolls annually.

The production of toilet paper uses massive amounts of water, bleach, and electrical power. Supporting local production is important to many Americans. But, as we all know, so many of the products we use in our daily lives are actually made in China or other Asian countries.

I decided to investigate and find out which brands of toilet paper are made in the USA. Below you can find a list of manufacturers and what I discovered.

Brands of Toilet Paper Made In the USA

Charmin (from Procter & Gamble)

This company is a household name, known for its beauty, personal care, hygiene, and home care products. The company was formed in 1837 and was named after the two founders, William Procter and James Gamble. Today, it is a multinational company worth billions of dollars.

Procter & Gamble manufactures a well-known brand of toilet paper called Charmin. And, the good news is that it is produced in the USA. P&G has numerous manufacturing plants based around the country. Its paper products are produced in 6 locations – Mehoopany in Pennsylvania, Oxnard in California, Albany in Georgia, Cape Girardeau in Missouri, Green Bay in Wisconsin, and Box Elder in Utah. The largest is in Mehoopany, Pennsylvania. This factory employs around 2200 workers.

During the Covid-19 pandemic, many non-essential businesses were ordered to close down. But luckily for Americans, the Governor of Pennsylvania, Tom Wolf, allowed production to continue 24/7.

The P&G corporation also makes another well-known brand of toilet paper, Bounty. So it would appear that Procter & Gamble is an all-American company producing toilet paper in the USA.

Kleenex (from Kimberly-Clark)

The Kimberly-Clark company started in 1872 and was named after two of its four founders, John A. Kimberly and Charles B. Clark. The first paper mill was opened in Neenah, Wisconsin, and expanded rapidly into producing household products like paper towels, toilet rolls, diapers, and tissues. Today, their products are sold in over 175 countries.

Due to the large global expansion of Kimberly-Clark, they now have facilities in many countries around the world producing products under their brand names. In the 1950s, they opened plants in Mexico and West Germany.

Today, they have 4 large manufacturing facilities in China, located in Beijing, Nanjing, and Shanghai that produce products for the company’s various brands. These brands include Kotex, Huggies, Kleenex, and Depend.

So it would appear that although this massive corporation has facilities in the USA, you could be buying Kleenex toilet paper that was made in Mexico, China, or other countries around the world. The brand name is well protected and quality across its global facilities is assured.

Scotts (from Kimberly-Clark)

Another well-known brand of toilet paper that I investigated was Scotts. I discovered that this brand is also made by the global giant, Kimberly-Clarke. Scott Paper was originally a family business, started in 1879 in Philadelphia by two brothers. It is often given credit for being the first company to produce toilet paper on a roll. Scott Paper was acquired by Kimberly-Clark in 1995.

It would appear, however, that the Scotts brand is toilet paper made in the USA. In 2019, Kimberly-Clark embarked on a massive expansion of its plant in Jenks, Oklahoma with an investment of around $120 million. This facility produces Scotts and Cottonelle toilet paper.

Quilted Northern (from Georgia-Pacific)

Another very popular household name when it comes to toilet paper is Quilted Northern. I did some research and found that it is produced by the USA company, Georgia-Pacific LLC, an American pulp and paper company. This corporation is one of the world’s largest manufacturers of paper-based products.

The good news is that it has most of its manufacturing facilities in the USA. As of 2019, the company operated in 180 locations. These include facilities in North America, South America, and Europe. One of the larger facilities is situated in Taylorsville, Mississippi. This company also produces another well-known brand of toilet paper called Angel Soft.

This USA-based company is very proactive when it comes to forestry. They work closely with their suppliers to conserve water, protect wildlife and ensure sustainability.

While so many of our products that claim to be ‘Made in USA’ are actually not, it would appear that when it comes to toilet paper, the USA has a thriving manufacturing sector.

That being said, when you look a bit deeper, it does appear that the United States imports about 10% of its large paper rolls from China and India. These rolls are used in the production of paper products including toilet paper.

Toilet Paper made in the USA is produced by 3 main companies – Georgia-Pacific, Procter & Gamble, and Kimberly Clark. Together, they hold about 80% of the market, and most of their toilet paper products are made locally in the USA. These companies have facilities that range from forestry to paper pulp mills, production, quality control, and distribution warehouses.
